PERFORMANCE-ORIENTED PACKAGING

 

A DRUM IS A DRUM, OR IS IT?  FOR YEARS CONTAINERS WHERE PURCHASED BY THEIR

DOT (DEPARTMENT OF TRANSPORTATION) NUMBER.  TODAY MANY PEOPLE STILL REFER

TO THE ORIGINAL DOT NAMES, EVEN THOUGH UN SPECIFICATIONS HAVE SUPERSEDED

THEM.  AS OF OCTOBER 1, 1991 TRANSITION PERIODS FOR THE SWITCH WENT INTO EFFECT.  THE ENDING PERIOD FOR TRANSITION BEING OCTOBER 1, 1996.

 

178.502 IDENTIFICATION CODES FOR PACKAGING

 

IDENTIFICATION CODES FOR DESIGNATING TYPES OF PACKAGINGS CONSIST OF THE FOLLOWING:

 

1. NUMERAL INDICATING THE TYPE OF PACKAGING

"1" MEANS A DRUM

"2" MEANS A WOODEN BARREL

"3" MEANS A JERRICAN

"4" MEANS A BOX

"5" MEANS A BAG

"6" MEANS A COMPOSITE PACKAGING

"7" MEANS A PRESSURE RECEPTACLE

 

2. A CAPITAL LETTER INDICATING THE MATERIAL OF CONSTRUCTION, AS FOLLOWS:

"A" MEANS STEEL 

"B" MEANS ALUMINUM

"C" MEANS NATURAL WOOD

"D" MEANS PLYWOOD

"F" MEANS RECONSTITUTED WOOD

"G" MEANS FIBERBOARD

"H" MEANS PLASTIC

"L" MEANS TEXTILE

"M" MEANS PAPER, MULTI-WALL

"N" MEANS METAL (OTHER THAN STEEL OR ALUMINUM)

"P" MEANS GLASS, PORCELAIN OR STONEWARE

 

3. A NUMERAL INDICATING THE CATEGORY OF PACKAGING WITHIN THE TYPE TO WHICH THE PACKAGING BELONGS.

"1" INDICATES A NON-REMOVABLE HEAD DRUM

"2" INDICATES A REMOVABLE HEAD DRUM

   EXAMPLE "1A1" IS A STEEL DRUM, NON-REMOVABLE HEAD

 

178.503 MARKING OF PACKAGING

 

THE MANUFACTURER SHALL MARK EVERY PACKAGE THAT IS REQUIRED TO CONFORM TO 

A UN STANDARD OF THIS SUBPART IN A DURABLE AND CLEARLY VISIBLE MANNER, WITH 

THE FOLLOWING INFORMATION AND IN THE SEQUENCE PRESENTED:

 

1.     THE UNITED NATIONS SYMBOL (FOR METAL RECEPTACLES THE LETTERS UN MAY BE APPLIED IN PLACE OF THE SYMBOL).

2. A PACKAGING IDENTIFICATION CODE, THE MATERIAL OF CONSTRUCTION AND WHEN

APPROPRIATE, THE CATEGORY OF PACKAGING.  EXAMPLE "1A2"

3. A LETTER IDENTIFYING THE PERFORMANCE STANDARD UNDER WHICH THE PACKAGING DESIGN TYPE HAS BEEN SUCCESSFULLY TESTED, AS FOLLOWS:

"X"-FOR PACKAGINGS MEETING PACKING GROUP I, II, & III TESTS.

"Y"-FOR PACKAGINGS MEETING PACKING GROUP II AND III.

"Z"- FOR PACKAGINGS ONLY MEETING PACKING GROUP III TEST.

4. A DESIGNATION OF THE SPECIFIC GRAVITY OR MASS FOR WHICH THE PACKAGING

DESIGN TYPE HAS BEEN TESTED, AS FOLLOWS:

FOR PACKAGING WITHOUT INNER PACKAGINGS INTENDED TO CONTAIN LIQUIDS,

THE DESIGNATION SHALL BE THE SPECIFIC GRAVITY ROUNDED DOWN TO THE FIRST DECIMAL BUT MAY BE OMITTED WHEN THE SPECIFIC GRAVITY DOES NOT EXCEED 1.2;

FOR PACKAGINGS INTENDED TO CONTAIN SOLIDS OR INNER PACKAGINGS, THE DESIGNATION SHALL BE THE MAXIMUM GROSS MASS IN KILOGRAMS.

5. FOR SINGLE  & COMPOSITE PACKAGINGS INTENDED TO CONTAIN LIQUIDS, THE TEST PRESSURE IN KILOPASCALS ROUNDED OFF TO THE NEAREST 10 KPA OF THE HYDROSTATIC PRESSURE TEST THAT THE PACKAGING DESIGN TYPE HAS SUCCESSFULLY PASSED.  FOR PACKAGINGS INTENDED TO CONTAIN SOLIDS OR INNER PACKAGINGS THE LETTER "S"

6. THE LAST TWO DIGITS OF THE YEAR OF MFG.  FOR 1H & 3H THE MONTH OF MFG. AS WELL.

7. THE LETTERS "USA"

8. THE SYMBOL OF THE MANUFACTURER OR APPROVAL AGENCY CERTIFYING COMPLIANCE WITH THE UN STANDARD.

9. FOR PACKAGING TESTED IN ACCORDANCE WITH 178.601 (g) (2) OF THIS PART, THE LETTERS "SP" 

10. FOR METAL OR PLASTIC DRUMS OR JERRICANS INTENDED FOR REUSE AS SINGLE PACKAGINGS OR THE OUTER PACKAGINGS OF A COMPOSITE PACKAGING, THE MINIMUM THICKNESS OF THE PACKAGING MATERIAL EXPRESSED IN MILLIMETERS AND ABBREVIATED "mm".

 

 

 

 

WHAT DOES ALL THIS MEAN?  

 

 AS A FORM OF EXAMPLE I'VE DESCRIBED SOME OF THE DRUMS I HAVE IN STOCK, THE 

FORMER DOT NAME AND THE NEW UN SPECIFICATION.  THESE SPECIFICATIONS ARE 

COMMON AND SOMETIMES THE HIGHEST TEST SPECIFICATIONS AVAILABLE.  BUT, PLEASE 

REMEMBER THE CONTAINER SPECIFICATION IS DETERMINED BY THE MATERIAL BEING 

PACKAGED AND THE APPLICATION.  I CAN NOT TELL YOU WHAT CONTAINER YOU NEED 

FOR YOUR APPLICATION.
